Heads of state and the ministers who actually decide
Who speaks for a government, and why the answer changes the claim.
A head of government speaks in headlines; a minister speaks in instruments. The ledger treats both as authors, but the horizon attached to a minister's sentence is usually shorter and better defined, because it is tied to a programme with a delivery date.
Reading the two together is the only way to see whether a national ambition has a mechanism underneath it.
